Remote library ebook downloads under threat

Publishers concerned about loss of sales if libraries allow remote ebook downloads

Users of ebook readers could be in for a shock in future if they try to remotely download free books from their library.

The Publishers Association has set out guidelines placing restrictions on ebook lending that puts this service under threat.

Many libraries around the UK currently operate an e-lending service. Members are given a passcode and can log on to their library site to download a title wherever they have an internet connection.

Although the range of titles is somewhat limited, this service offered in association with Overdrive, is a cost-effective alternative to buying ebooks as they become increasingly expensive.

But Richard Mollet, chief executive of the Publishers Association said unchecked remote ebook lending posed “an extremely potent threat to the retail market”.

Nigel Whitfield who writes the Gone Digital blog said: “In essence, the PA is saying that if you want to borrow an ebook, you’ll have to go to your library in person and download it on to your device there.

“You don’t need to think too hard to see that this could, effectively, rule out e-lending for many people, including some of those to whom it offers the most benefit such as the disabled.”

Although the campaign group Voices for the Library had described the policy as “potentially catastrophic for ebook provision in public libraries”, Mr Mollet said that what the suggestions were only “baseline guidance” and “some publishers will take a more relaxed view".

But if restrictions are too draconian or workable alternatives can’t be found, Mr Whitfield said in the present economic climate with libraries facing closure, “it was hard to see how ebook lending would take off”.
