Most printers aren't limited to A4
Q Is there a device that will print a file on to the page of a paper notebook?

A Although we always think of only printing to A4 paper, most software and printers can work with smaller pages. The key is to make sure that the paper is aligned to the correct edge of the printer. Some printers have moveable guides for use with smaller pages.
Assuming you are working with Microsoft Word, you will need to adjust the paper size. Click on the File menu and then on Page Setup. Click on the Paper tab and select the correct paper size from the top dropdown menu. Click on OK to save the changes.
When it’s time to print, click on the File menu and then Print. Make sure that the correct printer is selected and then click on the Properties button.
The window that appears will vary depending on the printer software but look for an option to view the paper size. This should be set to the same as the paper size chosen in Word.
A mismatch between the paper size in Word and the printer could lead to the printout being resized to fit or bits of the document missing from the edges. Click on OK twice to print out the document.
There are templates for various Filofax sizes on the DIY Planner website in Open Office format as well as a utility for making more. Many of these are arranged on an A4 layout so you will need some scissors to cut them out. A guillotine or trimmer is a little more expensive but will give straight edges more easily.
