Use wrapping options to put together a collection of images
To create a montage of photos, Word is quite capable of some clever editing tricks.
The trick to placing one image on top of another is to make sure that the correct wrapping option is selected otherwise Word will place the photos side by side.
Left-click on the image you want to appear on top once. Click on the Format menu and then Picture. Click on the Layout tab and then select In front of text. Leave the bottom option as Other. Click and drag the image into position on the other picture.
If a picture you want on top is appearing behind the other picture,
right-click it and then left-click on Order. Click on either Bring to Front or
Bring Forward. If the picture is obscuring another, select Send Backward.

Create your photo,s on labels
In word select your labels/in word select labels/click incert picture from file/click add/double click pic/click picture and behind text/click dropdown window and click washout,then your can type your text on the label

Which version of Word?
You don't state the version of Word these instruction relate to, but it doesn't appear to be 2007 where the formatting menus have been extensively modified.
