This bill reminder service was removed from Microsoft Money in 2005. We imagine that the icon you see is just a reminder of an infrequent bill payment
Q A Money Express icon has recently appeared in the Notification Area on my Windows XP computer. This icon is very similar to the Microsoft Money icon that appears in the All Programs menu, but not identical.
More to the point, the Money Express icon does not appear in this menu. Where has this appeared from and is it safe to open?

A Money Express is an aspect of very early versions of Microsoft Money – it was removed from the 2005 edition, we believe.
Essentially, it is a bill-reminder service that pops up in the Notification Area to let you know when invoices in Microsoft Money proper were becoming due for payment.
We don’t know why this has suddenly appeared, though it is possible that it has been triggered by an annual (or other infrequently recurring) bill payment.
Regardless, it should be safe to explore – just right-click the icon and choose the Open Events List option to see what’s what. Alternatively, if you would just like the icon to go away, right-click it and choose Exit Money Express.
To disable Money Express permanently, launch Microsoft Money itself, pick Options from the Tools menu, then click to remove the tick from the Use Money Express box. Click OK to close the dialogue box, then restart your PC.
