Usually the province of professional designers, graphics tablets rarely make it onto home users' desktops as the trusty mouse is more than adequate for daily computer tasks.
Although it takes time to get used to, Wacom's PenPartner is easy to set up and comes with a CD that guides you through plugging it in via USB and installing the drivers. It also takes you through a quick tutorial covering basic pen use.
It is not a suitable mouse substitute for general use. Because of its small size (around 8cm by 6cm) it can be difficult to click in the correct place. It's also just too fiddly for navigating around the Windows Desktop. However, use it in a graphics program and it really comes into its own. It is remarkably accurate when drawing or painting and is precise enough to use for touching up pictures. It also comes with a plastic overlay, which allows you to trace over a sheet of paper placed underneath. If you use graphics programs a lot, this is a superb partner for your mouse.
